Today's community supervision programs are inherently set up for failure. Excessive rules and requirements often impede a participant's progress through the program, which lengthens the supervision term and ultimately leads to higher recidivism. Most agencies utilize jail sanctions for non-compliance, yet research shows this approach negatively impacts participant success rates. In fact, those incarcerated for technical violations account for 25% of state jail populations. A major contributing factor is the fact far too many agencies rely on a one-size-fits all approach that proves both costly and ineffective.
